Rescuers search for flood debris in Nepal as the risk of new flooding increases

The judge said that the agency did not present any evidence of fraudulent mail-in votes, which would have required such a rule. She said it was likely illegal and adopted in violation of the U.S. Constitution which gives the states the authority over elections. She wrote that "USPS's desire to correct an unsubstantiated issue through unconstitutional methods is dwarfed by the risk of widespread disenfranchisement?of citizens who require access to mail-in ballots to vote."
