Brazil will decide on the completion of Angra 3 by mid-year

Esther Dweck, Brazil's Management Minister, said on Thursday that the government will decide by the middle of the year whether it will resume the construction of the long delayed Angra 3 nuclear plant or abandon it after more than 40 years.

Dweck is responsible for?the governance and state-owned companies in the federal government. He told? The debate is still open, but Dweck warned that cancellation of the project would undermine Brazil's nuclear strategy.

The cost of stopping is close to that of continuing, she added, and the government would begin talks with new private shareholders of state-controlled Eletronuclear which owns Angra 3 before making a final decision.

J&F, a?holding controlled by the Batista Brothers and owner of JBS meatpacker, agreed to purchase a stake in Eletronuclear in October from Axia Energia which was formerly Eletrobras.

The Brazilian Development Bank BNDES estimated that the remaining investment needed to complete 'Angra 3' was 24 billion reais (4.65 billion dollars), and abandoning it would cost anywhere between 22 billion reais and 26 billion reais.

This would include the termination of contracts, demobilization of the site, and the repayment of tax incentives, penalties, and subsidies related to the proposed plant located at the multi-unit location in the coastal town of Angra dos Reis.

The construction of the nuclear power plant started in the 1980s, but it has been repeatedly halted due to funding shortages. In 2015, a corruption investigation was also launched. A failed attempt to revive the plant in 2022.

Dweck emphasized the strategic importance of nuclear capability, pointing out that only China has mastered the complete?uranium-fuel cycle.

She added that Brazil was the only country using it for non-military uses.

The government of President Luiz inacio Lula da Silveira is divided on Angra 3.

The Finance Ministry says that power produced by Angra 3 would be expensive, but the Mines and Energy Ministry says it will add reliable, low carbon supply, which is in line with Brazil's goals for energy transition.

Postal Services

Dweck?also stated that the government was awaiting progress in a recovery plan for state-run?postal operators Correios, before deciding to inject up to 6 billion reais. This could be done this year, 2027 or?split between both.

Correios has recently raised 12 billion reais (about $12 billion) in Treasury-backed loan and is currently undergoing a restructuring which includes layoffs and unit closures. Asset sales and new partnerships are also part of the plan.
