Ukraine cancels compulsory registration and licenses for agricultural export companies

The Ukrainian farm ministry announced that it will no longer require exporters to go through an expensive and time-consuming process of licensing and verification, but instead, introduce a system of export minimum prices.

The ministry said that the minimum price will be determined by the minister on the 10th day of every month.

The current system requires that export companies be registered in a special agricultural registry. In the absence of this registration, export operations must obtain a license.

The government has launched a plan to combat price distortions caused by the Russian invasion. This includes an increase in cash purchases for some agricultural products, and their exportation at artificially low prices so as to avoid tax.

Last month, Agriculture Minister Vitaliy Kval said that a new system of export prices minimums for the main grain and oilseed shipments of the country would likely be operational by the start of December.

The new scheme was initially intended to enter into force in August. However, a number of legislative changes were required.

The new mechanism will be applied to the shipments of wheat and corn, as well as sunflower oil, soybeans and rapeseed, among other agricultural products, which continue to be Ukraine's largest source of foreign revenue.

Official data revealed that Ukraine is one of the world's leading grain exporters. It has exported 14.1 million metric tonnes of different grains during this current July-June 2024/25 season. (Reporting and editing by David Evans; Pavel Polityuk)
