Russia signs memorandum for port and oil refinery construction in Myanmar

The Russian Ministry of Economic Development announced on Sunday that Myanmar and its close friend Russia had signed a memorandum of understanding on cooperation for investment in a Dawei special economic zone, which includes construction of an oil refinery and a port.

The document was signed during the visit of a Russian delegation to Myanmar by Maxim Reshetnikov, the head of Russia's ministry.

Reshetnikov, quoted by the Russian Ministry in a press release, said that the text of the memo contains the basic parameters for several large infrastructure and power projects being implemented in Myanmar jointly with Russian companies.

We are discussing projects to build a thermal coal power plant, a port and an oil refinery.

He said that oil refining was still the most complicated element, and there had been no final decision made on building a refinery.

"There is a desire from the Myanmar side for a refinery. Reshetnikov, a journalist for Interfax News Agency, said that our companies are still studying economics.

According to the Russian Ministry, the Dawei Special Economic Zone is a project of 196 square kilometers in the Andaman sea that is intended to house high-tech industries and transport hubs as well as information technology zones, export processing zones, and zones for information technologies.

Since the February 2021 military coup which overthrew Aung San Suu Kyi’s civilian elected government, Russia has been Myanmar's most important ally.

Moscow and Naypyidaw are discussing an intensified energy cooperation. This includes Russia's involvement in the construction of the main city of Myanmar, Yangon. Russia also planned to build a nuclear reactor in Myanmar. (Reporting and editing by Guy Faulconbridge).
