Ukraine introduces minimum export price for major agricultural products

Ukraine has implemented a new system of exporting key agricultural goods, such as grains. This means that consignments cannot be exported at prices lower than those set by Ukraine's agriculture ministry.

Ukraine is one of the world's largest grain and oilseeds exporters and growers. The new system was operationalized on December 1, 2018.

The government has launched a plan to combat price distortions caused by the Russian invasion. This includes an increase in cash purchases for some agricultural products, and their exportation at artificially low prices so as to avoid tax.

According to the new rules the minimum export prices are calculated based on data from the state customs services, taking into consideration the delivery terms for the previous months and applying a 10% discount.

The farm ministry has already published the minimum prices at its website https://minagro.gov.ua/ and will refresh it on the 10th of each month.

The ministry has also announced that exporters no longer need to undergo the vetting and licensing process to export food.

The mechanism required that export companies be registered in a special agricultural registry and, if they were not, they would need to apply for a license each time an export was made. (Reporting and editing by Jason Neely; Pavel Polityuk)
