Russia pushes for lower Kazakh grain transit costs, targets new markets for Siberian grain

Russia is talking about lower transit costs with neighbouring Kazakhstan to secure the delivery of Siberian grain, whose share in the nation's output is growing due to climate modification, to new export markets, Agriculture Minister Oksana Lut said on Friday.

The grain harvest in Siberia grew by 11.5% in 2024 to 16 million metric tonnes compared to the previous year, while the overall grain harvest in Russia fell by almost 14%. Presently, Siberia represents about 13% of Russia's grain harvest.

Lut referred to Siberia as Russia's farming growth. area due to increasing temperature levels. Russia's conventional. breadbasket southern regions struggled with severe weather condition this. year, consisting of early spring frosts and dry spell, which impacted. grain crops.

Kazakhstan provides the fastest path to Asian markets for. Siberian grain, as the region is too far from the primary Russian. ports in the Black and Baltic seas, and the railroad to the Far. East is congested with traffic.

Nevertheless, relations between the two members of the Eurasian. Economic Union, a trade alliance of former Soviet states, have. been strained by recent shared constraints on grain trade,. following a bumper harvest in Kazakhstan this year.

Transit costs vary according to the distance included.

We have already pursued the 2nd time to work out so. that the transit tariffs are on par with the tariffs for. residents of Kazakhstan. We require to discover an appropriate, sensible. compromise, Lut stated.

She expressed her expectation to reach a compromise this. year.

Lut noted that Kazakhstan, on its part, is interested in. accessing Russian ports to export its grain to markets in Europe. and the Mediterranean. She stated Russian grain traders are. gradually turning their attention to Siberia.

Our traders were sceptical about Siberia a few years ago,. as they were utilized to dealing with the southern areas. However the. climate is altering, so this year there is little grain in. Krasnodar and Rostov, she said.

Spring grain, which grows in Siberia, is also authorised for. exports to China, while Russia winter season grain is yet to get. the approval from the Chinese authorities.

Everybody needs the item, so traders have actually turned to. Siberia, Lut included.
