U.S. Secretary of Transportation Sean Duffy lifted an order from January 2019 that barred U.S. airlines from flying to Venezuela. President Donald Trump had directed him to do so. In March, American Airlines' request for flights was approved.

Sources said that the Transportation Security Administration (TSA) was in Caracas a little over a month ago, reviewing airport security procedures. This is a step necessary to resume flights.
